I came back from Ukraine recently and I realized my brother got a shit load of viruses on my computer so I put it in my system recovery disc and I followed the options and somehow it finished in 5 seconds. I pressed ok to restart. It restarted and said that hal.dll is missing... It still didn't fucking reformat. Now I don't know what to do. Any help?

What "system recovery disk"?
If you want to reformat, you can do a repair install with the XP (Vista?) setup media, pull the files you need from the hard drive (alternatively use some live distro), and just reinstall with the install disk.

Here are instructions on how to do a repair install for Windows XP. It probably won't help you with the virus situation, but will allow you to boot from the windows installation to copy files that you want to keep.
Alternatively, if you have a 1GB+ flash drive at your disposal, the program UNetbootin will let you choose to download a Linux distro and will automatically put it on the drive for you to boot from.
