Road Runner dicks me over on upload as well. Caps out at 60KB/s max, while download is over 10x faster (1MB/s sometimes!)

Try calling the company.
I live in the middle of nowhere, so I get the 30/5 they "promise". (Still, I don't trust any ISP.)
