Having a Solid State Drive (SSD) instead of a hard drive can greatly reduce the power usage. An SSD has absolutely no moving parts and is entirely flash memory (so think of it as a giant flash drive), as opposed to a hard drive which has a spinning disk in it. SSDs are also generally much faster than HDDs. The only problem is, SSDs cost a lot of money.

or having a eco drive with fixed speed.

i think turning ur com off when ur not using and not seeding is a much cheaper way

Yes, greatly.

A standard drive has to use a motor to spin the disk at 7200rpm (or 5400rpm on slow drives), as well as more stepper motors to move the read/write heads across the platters.

SSD drives are simply a massive array of transistor-based solid state semiconductors, which have no moving parts. They therefore use a fraction of the power that a normal mechanical hard drive would. They're much faster too. The downsides are that they're more expensive and that they often have a shorter lifespan than mechanical drives.

Um, do you realize you're talking about SINGLE DIGIT WATTAGE DIFFERENCE???

Maybe if you had an entire server colo in your basement it would matter.
