| High-performance graphics cards need you to plug them into the power supply. Others will run with power from the motherboard.

he said MID RANGE, a 9800 GT is a perfect mid range card. | But that wouldn't even boot with a 250watt PSU.
It's in the title.
Shota, you should invest in a new PSU.

It doesn't need any more amps than a standard PCI Express x16 gives out

Unless you privately talked to him cause I don't see the OP mentioning anything about a mid-range/9800GT.
Most 9800GT requires additional power from the psu, in some cases even those that don't will still need a beefier psu since the recommended requirement isn't meet. Besides el cheapo cases comes with at least 350w which is what most cards needs.
@OP
Get a new psu first and then look at video cards.

Please look at any 9600 gt/8600 gt/9800 gt (cheapest ones) they do not have any PCI-E power input, which means they run off of the pci-e x16 power.
The 9800GT is the best bang for your buck for what he is looking for form what I am presuming. If you read what he is saying (but he is banned /facepalm) then yeah.
