2. Yes and if you any programs like intalling something, running a scan, or minimize an online game it will take your core speed
if u dont know whats the problem then contact the seller whoe sells the processor. that might help you

Check your settings within the BIOS. Make sure SpeedStep (EIST) and C1E are disabled. If that isn't the case, attempt to clear your CMOS.

iuno i just tested mine is running as expected
if you're on a laptop then maybe you have power saving options on which will cause a lower speed for CPU
|

It is called speed stepping, it idles at lower clock rates to save battery untill the power is needed, don't worry about it.
Also this only happens with laptop CPUs (Notice it was a Txxxx not a: Exxxxx or a Qxxxx).

Lolno. The display will be the same regardless of CPU load.
Like the previous posters said, it's a power saving feature, considering it's a laptop. It'll likely set itself to normal speed if the processor power is actually needed.

Intel Enhanced SpeedStep is on desktop processors too...
But as Zarr and saf pointed out, without looking into the system BIOS, it's likely a power-saving feature.

i was also wondering if it would be recommended to turn off the SpeedStep i know this would decrease battery life but would it be worth it?

No. If you need more performance, the CPU will clock up as necessary.
