What kind of proxy program is this?

It's called an IP spoofer.
1. TOR/proxies, (TOR runs through a chain of proxys making it hard to find Basically it goes proxy -> Proxy -> proxy -> proxy then connects to a server)
or
2. A IP Spoofer(A IP Spoofer makes it so you can display your IP from anywhere in the world. You live in USA? You can make your IP Come from China, Hungray, Italy, Canada wherever)

Wait, what
You're using a proxy either way. Although you can send spoofed packets from your computer, it woudn't be a good idea.
For example:
1. Your IP is 67.223.4.118
2. You're sending packets to domain.example.com saying they came from 72.103.55.228
3. domain.example.com sends tries to complate the handshake with 72.103.55.228. 72.102.55.228 doesn't receive the packets and doesn't complete the handshake because it doesn't exist.
4. You don't receive the packets either, the server assumes that the packets were lost or corrupted and dismisses it.
The only way to say you're coming from 72.103.55.228 if you're actually expecting to receive packets back is to use a proxy server.
