I moved into a new place, and now that I've got speedtest.net to work, it's blown me away.

Very possible.
Right now, I live in Virginia (recently moved like last week) and my internets was amazing. Cox Communications in Virginia seems to be the top.

Given it's a cable connection, though, I suppose there are other people hogging the downstream bandwidth but few using any serious upstream traffic.

Don't use Speedtest, it's unstable.
Use this site better, seems to work fine for me everytime:

Which makes sense, seeing as your final speed is most likely to be the average of your past speeds.

Last I checked, speedtest keeps testing till 100%, but will only take the highest speed you achieved, not an average, but more of a "this is your highest speed" result. Average would be better..but yeah.
