My friend deleted his hal.dll file. I told him to use his recovery disc. He said he doesn't have it. How to fix w/o recovery disc?

Get a recovery disk or buy an OS disk and format.

Edit: Don't mean to be a dick with locking the topic now, but I'm tired of everyone suggesting warez as a solution.
