I downloaded SpeedFan from the sticky here and it shows the temperatures fine, but when I choose the fan option, it's blank for some reason.
Is there an explanation or another program that could control fan speeds in a laptop?

The best thing to do to control fan speeds would be to do it in your BIOS.
Most BIOS controls fan speeds by making the fan speed turn to max when it's a certain temperature, making it turn off when it's really cool ( Well mine has that option ) and making the fan speed run at an average RPM when it's in between those temperatures.
Your BIOS can be different, but to control the fan speeds / see temps in the BIOS, it should be in the PC Health Tab.

Sometimes when I activate SpeedFan, the same problem comes up. Using CPU-Z seems to 'wake up' the hidden values.
Of course, that's just my shitty desktop.

Sometimes SpeedFan isn't compatible with your hardware.
On speedfan for me it just shows the temp of 1 of my HDD's, It sucks right?

If hardware doesn't show what temp they have mean they doesn't have any
sensor so its impossible to read anything.
Ontopic:
Your fan is probebly controlled by voltage and isn't possible to change acually inside the OS.
Might work via BIOS otherwise its impossible.
