just when its required, defragmenting your disk too much is bad for it.
you should just degfrag when you notice your pc to start getting slow or each time you use like 40% of your disk space

Technically, it CAN lower the life of a hard drive by putting it to use, but hard drives are made to spin. Defragmenting is not bad for a hard drive (unless it's solid-state, it will wear them out).
I use the JKDefrag screensaver so I don't have to bother with defragging.
By the way, Windows' defrag programs as far as I know don't bother with 64MB+ fragments, claiming performance impact is minimal. JKDefrag is a great, lightweight alternative with plenty of standard features.

i hadnt defrag for about 2 year.. my comp is still fast

Never. Defragmentation
- increases chances of file corruption when files are being rearranged
- does not necessarily speed up your computer unless the files are always meant to be entirely, linearly read, which they rarely are
- has negligible effect on devices with NCQ
- harms current SSDs
- does not work with linux file systems
but it does satisfy your ego and makes you feel good about having a frag-free disk.

I check to see if it needs it about once a week.
And I only do it when it needs it.
