Well in paint you can use the Rectangle tool like this:

If photoshop has a rectangle tool, use that, then cut out pieces of the picture and place it in the box it fits best.

Couldn't explain it so I just did it.
Cut parts out, stuck on new layers, added a 3px stroke to each, merged together then drop shadow.

its called cropping and it can be done in many many ways

here is a video tut I just made for a crappy cropping with feathering

CS 3 is fugly and not good. CS 4 is better than CS 3 and I believe it haves more features too but I'll stick with CS2 because is the one I like more and are more familiarized with

i lol'd, i see you have the circle too activated. try to right click on the tools and you will get 2-3 more options to choose between.
