Why would he uninstall drivers to devices that don't have drivers installed?
Anyway, if they're devices that are a part of the laptop itself and not third party, download all the drivers that you know aren't already installed from Toshiba's support page here. Run them all until the drivers are added.
It's easiest that way because the print screen only really shows that the devices are from Toshiba. |

Hardware drivers will install automatically when Windows reboots, I've had this problem before with my laptop thats what HP specialist told me to do and it worked fine. _________________

Method 1: If you have any third-party CD/DVD-burning software such as Naro or Roxio installed, please temporarily remove them from "Control Panel"-> "Programs and Features".
Method 2 Delete Filter Drivers
====================
1. Click Start, type regedit and press ENTER.
2. Navigate to the following key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
3. Right click the {4D36E965-E325-11CE-BFC1-08002BE10318} entry, choose "Export", select Desktop in the Save in box and type backup in File Name. Click Save.
Please Note: The backup file is on the Desktop and named backup.reg. We can simply restore the registry by double-clicking the backup.reg file.
4. Highlight this key ({4D36E965-E325-11CE-BFC1-08002BE10318}), on the right pane, and then check if Upperfilters and Lowerfilters value are present. If so, please right click on the values and select "Delete" to remove them.
5. Restart the computer.
Method 3 Reinstall the DVD drive (You did this but I put it here just to prove to those smarty pants that this is a troubleshooting method not something that I made up)
===============================
1. Click Start, type devmgmt.msc and press Enter.
2. Expand DVD drives.
3. Right-click the removable DVD drive and click Uninstall.
4. Restart the computer.

Yeah looks like I had the exact same issue as you... Do this:
Get in the "Registry Editor" > Search (Click CTRL+F) for "Upperfilter" (It will take about 2-3min. to find it) > When found delete it > Search again for "Lowerfilter" (Again it will take 2-3min.) > Delete that > Restart > GOOD LUCK!
--Whats happening is your driver got messed up and it got saved in the registry, so the same thing keeps happening when you try to reinstall it. This will "reset" the registry and do a complete install. BTW most computer hardware is Plug-and-Play which means you dont need a third party driver for it, Windows will install it by it self.
EDIT::: When searching get rid of the " ", its not part of the name. _________________

You will need to run the registry editor as Administrator or else you'll have problems.
Here is the MS link.
KB929461
Did that method on multiple Vista machines and it does work.
Also you cannot use the search method as there are multiple "upper and lower" filters throughout the whole registry. You will need to manually find that entry and delete only the filters that's in there. Deleting other entries will cause system instability. |

Go in Safe-Mode (Click F8 or F9 at bootlogo). Login to Administrator and do it from there. _________________
