I'm not too good with pre-built computers, so first I'll try a non-pre-build. That and I'm too lazy/tired to find/configure a pre-built computer right now, if that makes sense.

I'll assume the $1000 is in CAD, yes?

Q6600 ($225)
Generally good CPU. Can be overclocked pretty well (3.6GHz or so with this build I'd imagine, less if you want to extend the life of the CPU by a few days). Managing 3.8GHz or higher isn't uncommon. Note that this does not come with a CPU fan, so an aftermarket one is essential. No point in getting the retail version if you'd be doing that anyway, hm?

EP45-UD3R ($144)
Newegg doesn't seem to have any EP45-DS3Ls for some reason, so this will have to do. If you don't plan to overclock (or will only overclock lightly), get a EP45-UD3L, which is very similar but has a much less powerful CPU socket heatsink, which could lead to stability issues with an overclocked chip.

2x2GB 800MHz OCZ Gold ($49)
Reasonably priced, decent speed, low CAS latency, generally high quality.

500GB WD HDD ($74)
Good amount of space, reasonable price, WD.

PCP&C 500W PSU ($95)
Solid +12v rail (35A), comes from a reputable company, pretty much on-par with Corsair.

Generic Pioneer DVD burner ($27)
It burns DVDs. Pioneer also usually makes good shit.

Antec 900 ($110 )
Solid case, decent price.

Xigmatek HDT-s1283 ($47.50)
Great cpu fan for a low price. Really god damn big, though.

Radeon HD 4870 (512mb) ($217)
Great card, should take most games you throw at it without a hiccup.

OCZ Freeze ($9)
Since stock thermal paste usually sucks, get this. It's also non-conductive, if I recall correctly, and has no curing time. Newegg.ca doesn't have thermal paste for whatever reason.

Totals to $997.50, plus shipping.

Honestly, I'm surprised how well this came out. Q6600, HD4870, Antec 900, etc, for under $800USD? Wow. Makes the imaginary monkey in my head begin freaking out, making me think I've missed something.

EDIT: Almost forgot about the second part.
Yes, an old monitor should work on a new computer given it has the right port. The build above has two DVI ports and no VGA ports, VGA connectors being the things used most often with older monitors. Adapters (DVI male, VGA female) can be had for less than $5 (example).
EDIT2: DISREGARD THAT, I SUCK COCKS.
The video card comes with an adapter already.

Lol^, good ol' zar. On topic sort of, Im shocked along with you zarr that is a nice build, I feel dumb for buying my new pc like 5- 6 months ago, I7 comes out, new graphic stuff, god I wish I had waited.

So if i did buy all of this stuff then how would i go about putting all this together? I am useless in the sense that i have no idea were anything goes i have looked inside my computer about 3 times to put in more ram and that is it.

Usually isn't that hard. If you can plug cables/devices into ports and screw screws you're capable of putting a computer together.

Construction typically goes something like:
1. Remove case cover
2. Install PSU into the case
3. Install CPU into motherboard (hereby referred to as "mobo") socket
4. Install HSF over CPU socket on mobo
5. Install RAM into mobo slots (with larger coolers, reversal of step 4 and 5 is sometimes required)
6. Place mobo in case
7. Connect mobo to case (24-pin power cord to mobo, 4 pin power cord to mobo or PSU, various case cables to mobo (power, usb, LEDs, etc))
8. Install HDD
9. Install DVD burner
10. Install video card
11. Check that every connector is connected properly

You then get to configure the BIOS, install the operating system, install the drivers you need, then overclock if you want.

Or even then, I suggest google, there might even be picture tutorials online. If you still dont understand what zarr is saying.

i built my family computer......... it's easier then you think............
insert wire here.......... screw that in...............
DON'T PUSH BUTTON OR WHOLE WORLD WILL EXPLODE...........
blah blah............ though be-careful...screw one thing up, it could cost you every part.... nah not every part but you gotta know what you are doing.

Lol, not really I just plug stuff in if it fits lol, worked for me. Nah, just joking, but it does help to know what you are doing. Its nice seeing it work knowing you built it, then you can rub it in.

Try ebay or http://www.achetezfacile.com/ordinateurs-de-bureau/achat-i7/ y i know its on french but i dont know english cites or try the cites similar who sell not new computers, not long ago on ebay i7 940 with watercooling was sold on 1200 e.
