Got a virus kicking my ass. [help please?]

Okay so i keep geting theese annoying popups that tell me i have a virus, so i try run a scan on my pc with one of my antivirus programs and it didn't open, so i try all my other ones and they won't open either, then i try to open my task manager and it says it has been disabled by the administrator, then i try to open my registty editor by going to run and typing in regedit, and that is also disabled by the administrator, and im the only one who uses my pc, how do i get rid of this little mother fucker?

Do you have any administrative access?
If so, make another account and log into it. If you have the same problem, its most likely within some system files instead of your local settings.

I had this once....try booting into safe mode and opening up malware bytes. If it doesn't open hook up your hard drive as a slave on another computer and scan the drive with malware bytes on that computer. Then disconnect and boot into windows. See if you can run malware bytes. If you can, then scan again, since anti-viruses won't scan for abnormal registry entries if your hard drive is hooked up to another computer (not the active registry).

Looked at hijack log. Remove things in bold unless it has a comment (in which case you decide):

No, i opend hijacked this and killed some processes with it now i don't get those popups but i still can;t open any AV or AS or use regedit and taskmanager.

Try installing Unlocker and deleting it manually.

How many .tmp's do you have? Like does it seem 100's or just that 1?

This key has been blocking regedit every time you boot (if you unblock it will block again Rolling Eyes ).

EDIT: when i try top get rid of C:\WINDOWS\TEMP\F29C.tmp i get this:
How many .tmp's do you have? Like does it seem 100's or just that 1?

Click Start, Run, type gpedit.msc and click OK.
Under User Configuration, Click on the plus sign next to Administrative Templates
Click on the plus next to the System, then click on Ctrl+Alt+Delete Options
Find Remove Task Manager in the right-hand pane and double click on it
Choose the option "Not Configured" and click Ok.
Close the Group Policy Window
