So i started using a laptop i havent used in a while. When i plug in the charger, it charges for about 10-20 secs, then stops charging. I tried positioning it, to no avail.
Any help?
Also, when its not charging, it still indicates that its plugged in.
Each time its not charging, i have to unplug then plug it back in..

That would mean the battery is full already.

Its at 25 percent, telling me that i should switch to outlet power.
EDIT: when it is OFF, it charges. Also, i tried rebooting.
Works fine on other laptops, but now it wont charge AT ALL

Have you tried some battery maintenance? You've probably blown your battery out, or left it charging at 100% for too long.
Usually in your computer (like my good old IBM) there should be a battery maintenance section where you can perform it.

If it's a company computer, I suggest asking your tech specialist for a new battery.
