They are very identical except one is from china and other is global
CF = Cross Fire, a 1st person shooter game, similar to counter strike

how come CCF gives me like 10-20 FPS and GCF gives me like 20-30 FPS..
the other difference is that CCF is in an another language and has more maps, guns, and players...

I know its not my internet but does ping lower FPS?

No, Ping is your latency through your connection.

FPS is how fast your graphic card processes each frame in a second

Exactly. If your FPS is that much lower, it may be the maps, or if it uses a different engine, I don't know.
They're not identical, at any rate.

Not as true as you would think.
Some games won't draw a new frame without an update from the server.
So, if you are receiving enough information to only draw 10 frames, it may only draw 10 frames.

For ex,
In CSS : If you have high choke your are fucked when it comes to fps.
