So I want to know how much a Library or School Usually is so I can download shit from there

Most libraries and schools use T3, faster than whatever you have at your house..unless you have T3 or above, but i highly doubt you do because that is expensive to pay for.

I pay for 6 mb/s, but because of a strong signal i end up getting almost 13 mb/s

Mine = Unpredictable as shit (slow as dialup <-> 1mbps)

Just take into consideration that there is network traffic passing through as many as 20 computers at a time.

Obviously the school uses cable.
