Enable Asian language support, if that don't work switch the locale to the region your program belongs to.
Still don't work? Then you'll need a true Chinese version of the OS to get that to read properly.

Ok here is what i did
Control panel>clock,language,and region>regional and language options>formats>chinese(traditional, hong kong s.a.r.)
then location>hong kong s.a.r.
still didnt work..did i do something wrong

It's under Administrative, and click on Change system locale.
If it's traditional use Taiwan, unless the program got's some Hong Kong pronunciations then use Hong Kong S.A.R
BTW, change what you did back to U.S. before doing anything else.
