Okay I want to know which one I should get.
Pros and Cons please(include jailbreaking pros for touch only)
Also, if I were to get an iPod touch, is it simple to jailbreak it?

i do not have a psp, but i own an ipod touch
yes, it is very easy to jailbreak, and you can get any of the itunes app store apps very easily if you know where to look

PSP is better if you're just gonna be playing games. I have a 32 gig 2nd gen touch and a PSP. The graphics on the iPod touch are a bit worse than the PSP, but it's a lot smaller and is a lot easier to manage. The games aren't as good though, although I do have several that are very fun.
Also, it's pretty much impossible now to jailbreak a second gen iPod touch.

Get the iPod, there's a lot more stuff you can do with it. And it has a lot of useful stuff that you can download on the app store.

What about QuickPWN? I thought that was for 2.0, 2.1, and 2.2.
EDIT:
I see, 2.2 is firmware not the generation.

I have both. I would guess it depends on which you need more.. a MP3/Movie player or a game consol. As right now, my ipod touch 2nd generation 2.2 firmware (the one with the built in speaker) cannot be jailbroken, or has not been released yet [that i know of]. But there are still some free apps that are pretty cool and you can watch movies on it. uhmm... safari runs pretty fast and smoothe... and you can watch/stream youtube videos from it from the pre-installed youtube application. OR you can go to youtube.com and stream from there as well. You can also stream from other sites, unlike PSP..... well i never really tried to watch/stream movies or videos from psp becuase of the text-style typing.. which took forever.
but all in all it would depend if you need a mp3/movie player or a game consol....

PSP:
* You get to buy a 2gb stick for 100 dollars
* Games, games games.
* Nice firmware sort of easily abused if you do not upgrade ( in a good way)
iTouch:
* Eww Apple
* It looks nice
* Has many free apps
* You don't pay 100 dollars for a 2gb memory stick.

Honestly, this is like comparing apples to oranges, I believe they're pretty much two different things, one is a gaming device that's able to act like an early PDA in some functionalities, the other isa PDA which is suppose to act as a portable computer first and a gaming device second.
If you're looking to browse the internet, definately go for the touch as the PSP's browser is pretty crappy and runs out of memory easily. Plus you're pretty much typing using a cellphone keypad like function. It's also more durable as it has less moving parts than the PSP, plus the way it's designed is meant for the screen to be abused slightly more than a normal screen. Plus it also works as a camera without needing a clunky mini-usb addon.
The PSP's advantages is that it can play games made by bigger game production companies, meaning most of your games are going to at least look pretty. If you're into the Japanese game scene, it's a definate plus as there are some pretty fun games in my opinion, (like Gundam vs Gundam), Or else I'd be a little more wary as most english games are so-so at best. It'll also help if you knew where your local shady-chinese-run store is, as they'll tend to sell you memory cards for really good prices. You'll also be looking into getting screen protector, as the clear part over the actual screen tends to get scratched up pretty easily.
As for jailbreaking, looking up which versions of the systems that can be done for before you actually purchase one. I know the PSP-2000 series can be done, but the newer 3000 series is still in the works. The touch I am not as familiar with as I tend to not follow it as strongly.
