you don't exactly use it, just install it and it will automaticlly be put in effect.

.Net Framework 3.5 is used to run Visual Basic 2008 Express edition, and applications made by VB2008.

Have you ever gotten
"This application requires the .net framework"

It gets rid of that, and makes it work.
