EVGA GeForce 8800 GT Video Card - Dual Slot Edition!!!!!! but mother board dont have PCI express 2.0. only PIC-express......... so cant run the card to its full capabilties....

Ive got a HD4850 yesterday and it has PCIe 2.0 and my mobo has 1.0 but i still use it to the max

That's not possible.
PCIe 2.0 doubles the bus standard's bandwidth from 0.25 GByte/s to 0.5 GByte/s

Yeah the standard is both backwards and forwards compatible, which makes a nice change in computing-land. However, like tofuli said, its not possible to reach the max potential of the standard. But, suppose you had a PCI-E 2.0 compliant board, the chances of you getting anywhere near that theoretical limit would still be slim. Other parts of your PC would start becoming limiting factors... CPU, Memory and so on would all factor in. Most systems don't even take full advantage of the PCI-E x16 speed at the moment, so its pointless going for something that just sounds 'good'.

PCI-E vs PCI-E 2.0 isn't that big of a difference. The 2.0 has a higher bandwidth, but that doesn't necessarily mean that your graphics card will use all of it.
It's like your internet connection. The network card can handle up to 1Gbps/sec, but it doesn't matter if your internet provider only gives you 3Mbps/sec.

And since current single-GPU graphics cards can't saturate the available bandwidth of a PCI-e 1.1 port, he is using the card to the fullest.
