There has only been 1 report of a PHP virus (web virus) and it wasn't even that malicious.

You're fine.

If you feel like you need to, get a good AV (Kaspersky, HiJackThis, etc)...

I am almost 100 percent sure your system32 was not deleted because all the web-based languages are server-side or can't harm you at all.

I do not think on.nimp.org adds you to a botnet... because i have visited one once and i have had no outgoing or ingoing connections... (which one would see if they where in a botnet).

yea it opens IRC (or tries to) if you don't have IRC it spams you with something like "unable to open IRC"

Well if it attempts to open IRC, you should be able to see that it is opening.

If everyone is afraid they are in a botnet or such.... Download Tcpview ( http://live.sysinternals.com/Tcpview.exe ) and run it. If you are connecting to an IRC server on a port like 6667/6669 or something similar, paste the IP here and stop the connection.
