I never tried 2007, so you'll have to find that out yourself.

But the usual approach is:
compile the standalone trainer first
then compile cheatengine.dpr

and then compile the extra dll's you might want to use

Why dont you just use simple and old VB6.0?

because the sourcecode is written in delphi/pascal so won't work in there.
