If you're using a router, make sure your ports are forwarded correctly. (http://www.azureuswiki.com/index.php/NAT_problem#Routers_And_NAT_Enabled_Broadband_Modems)
If you still can't get good speeds on popular files (files with large amounts of seeds and peers), then your ISP is probably throttling torrent traffic, and you'd need to enable encryption to get around it. (Or you're just stuck with low speeds since some ISP throttle encrypted traffic as well.)

if you have a T1 connection and a dual core computer vs a dial up connection with a dual core, which do you think can download faster? or in your logic, they can download at the same speed since they have a dual core

Sorry to disapoint you, but thats not all that true, your intenet connection uses CPU, So if you increase CPU to bittorrent your taking it away from your connection.

Well the speed of torrents are up to the people who seed it, but do you have a router? because routers ake torrents and downloads slower.
