hey i have a question about my computer and tv lol ok this just started happening its really irritating ok this is what is happening

whenever i like go in to anoter thing like i click "submit" and my tv is on it skips like a scratched cd or im like playing a game like maplestory and i go into a map with monsters my tv starts freakin out it just started and idk whats happening its so annoying! can anyone help me or something?

EDIT: NOw i cant save nothing as .bat or exe god damit vista sucks now idk what happened it all started today i mean god damnit !!! i open notepad save as .bat or .exe nothing works !!ugh i feel like I wana throw my computer
