When i try to send pm's it says i have to be registered for 5 years and have 2000 posts or something along those lines. Is this (like the "virus' on CE) just a way so new members (like myself) can't mess with people?

Plus someone who has like 600 posts private messaged me. and it says he has been registered since 2007.

Oh and by the way (i know i'm gonna get bitched at for this) how the hell do u give rep? is it another one of those anti-noob things?

I don't believe you can do either until you've been here two weeks, and have something like 50 posts also. It's not so much to keep noobs out as to prevent abuse.
