Can't delete those stubborn files that are in use with your comp? Download Unlocker, available here : http://ccollomb.free.fr/unlocker/#download
With Unlocker, you can delete Windows files (hehhe) or files in use with your computer by killing the process it's being used in.
How To Use:
Step 1) Try to delete a file
Step 2) Unlocker will get word of the file being unable to delete
Step 3) Press Unlock, or kill Process
Step 4) Delete the file!
I don't take ANY responsibility for the dipshits who will try to delete their Windows files.

People are a bit Lazy now.
BTW not all people are as experienced as we are on computers.
They might need other programs because they have no idea what safe mode is. And from AdamWests description, it seems simple to use.

I use it, and I love it.
Why take the time to boot into safe mode instead of taking about 10 seconds using unlocker?

This is good for people who have garbage computers and take an hour to startup.
