How to change this
to this
I have tried the User Accounts / Log off Settings / Welcome Screen and Fast User Switching Enabled .
After restarted , it doesnt work , pls help me T_T

I only asked because if it wasn't, it may have some freeze-state software on their that reverts back on every reboot.
This is quite strange that it is not holding your setting for the welcome screen.
Just try something, go into any folder and go to the 'Tools' Menu and then click on folder options.
Then click on the 'Offline Files' tab and check to make sure offline files is completely disabled. Offline files cannot be used when fast user switching is on, and vice-versa, and it can cause problems when windows thinks its disabled when its really not.
Post back your finding, or toggle the option on/off then reboot and try your first steps again
