When my friends pc is starting up it partially loads to the part where it goes

Windows XP
Loading...

then a blue error message flashes too fast too see and restarts and continues doing this over and over.

Safe mode dosent work and restarts aswell and booting from the recovery disks goes to a grey screen with a cursor but dosent load at all

Can anybody help?

Sounds like a hardware problem to me, if its doing that early on and without any corrupt windows file messages, and the recovery cd's don't work. They are independant of windows altogether, so i'd say hardware. Maybe screwed RAM, a severely bad-sector ridden hard drive (it would have to be be quite bad), or hell, even a mobo issue!
Get it taken in somewhere for a proper test in-place.
