Okay, so like a week ago I had to format my computer which was XP media center, and all I had on CD was home edition..like super old one..
Anyways, ever since I installed Home, my downloads are super slow..
Everything else is fast, just downloads are amazingly slow..like 1MB takes 2min..
It's not my net, I used to download things uber fast..and all other computers in my house still do..
Any ideas on why this might be?

in that case, you can upgrade your TCP connection limit.

I think he means warez, not torrents
Both are always a little slow for me

Hmm... well it has to be your internet connection or else your lying or something...
Also:
Warez = Torrents
Torrents =/= Warez
But also Warez sometimes = Rapidshare...

Has to be your internet connection, did you try calling your ISP?
My ISP is coming today to look at my downlaod speed, its hella slow.. they say something might be wrong from your house

Wrong. It's not like warez is only uploaded to Rapidshare either.
Torrents = Warez
