Here are several options for changing your ip address, depending on your configuration:
FIRST:
1] Always delete your browser cookies before trying the following suggestions
DIAL-UP:
2] If you're using dialup, simply using a different dialup access number will almost always change your ip
DSL/CABLE
3] For those using cable/dsl (no router), go to your START menu, type "cmd" and hit enter. At the command prompt, type "ipconfig /release" and hit enter. Then type "ipconfig /renew" and hit enter.
4] If #3 didn't work and you're using cable/dsl (no router), then try this: go to your START menu, type "cmd" and hit enter. At the command prompt type "ipconfig /release" and hit enter. Then right-click on your "local area connection" and click "properties". Double click on "Internet Protocol tcp/ip". Click "use the following ip address" and enter 111.111.111.111 for the ip and 255.0.0.0 for the subnet mask. Click OK, and then OK again (close the dialog box). Wait a few seconds, then go back into that dialog box and instead of "use the following ip address" click on "obtain an ip address automatically".
5] If you're using cable/dsl with a router, login to your router's control panel and change (clone) your mac address by increasing or decreasing the last digit by 1. Then disconnect and reconnect using the router control panel interface. Usually you'll get a new ip address.
6] If none of the above worked, go to your START menu, type "cmd" and hit enter. Then type "ipconfig /release". If you're using a router, log into your router control panel and release the ip. Then turn of your computer, modem, and router for severals hours (e.g. overnight)
LAST RESORT:
7] If nothing has worked, contact your isp and tell them you're having some problems with your current ip address and want a new one. They should be able to give specific steps to get a new ip.
Last Resort:
Well, not everything can work for everybody.So, heres some last resorts.
1)Call your isp and Ask for technical support.They might bitch , but request an ip change.Order them to do it, or they might not.
2)[not related to ip change] proxies are always good for browsing sites that you are banned from or has phishing.

Doesn't work for everyone.
At least you include the leaving it off for a while though. Too many people leave that out.

I use 10.0.0.1 where you have the 111.111.111.111 and I'm able to change my IP fine.

Well, open firefox or ie7 and type this into the address bar, 192.168.1.1. Thats usually the routers address. When you get there you will need your default router login and password. Search your router model or consult to the manual to find out.Happy days...

ipconfig /renew only renews a new DHCP Scope IP that you set up on your router, this method shouldn't work
