Set your CD-Drive boot order so it boots 1st, before Harddrive

Use your OS disk to delete all partitions, and then create a new one. If you are using linux, make sure to save that one, it should be labeled if all is good with your install.

If you are trying to format while in Windows, that is why it is disable. You cannot delete / format the active partition while you are on it. (At least not via the Windows format tools.)
As Mychilli said, make sure your boot order is set to your CD first then HDD next in CMOS. (To get into CMOS, when your computer starts hit Delete or F2 on most systems, if that doesn't work look for text that says "Enter Setup press <key>" and press the given key.")
Also if your Windows CD is a rip, it might not be bootable.

HAHAHAHA, you were trying to format C while you were on it? Smart.
As Wiccaan already said (sort of), change CD drive as primary boot, and after that your HD (during splash screen press F2/Del/F .

dude just set your primary boot device as the CD/DVD drive where you're putting in the windows installation disc, as people have said above, and it will boot off of it. once you've done that and reset you may need to wait for it to say "press any key to boot off CD" or something. if you've got a normal windows disc this works 100%, so it's you not the computer.

If there's a password on your bios, take out your current mobo and replace it with another one. Then startup your comp, and do what the other people have been telling you to do. Put your old mobo back AFTER you finish doing w/e it is you wanted to do. the end. If that doesn't work, home depot sells blow torches. Go get one and torch you pc.
