Lower voltages basically just mean the ram will use slightly less power and run slightly cooler. If you are planning on overclocking your ram (or overclocking your CPU the old fashioned way) lower voltages can be advantageous because you have more room overhead to raise them and maintain stability.
Overall, there's not a big difference. Buy whatever's cheaper, or if you just like the idea of 1.35 volt ram better, go for it.
I recommend buying G.skill ram. To my experience it's a bit more dependable than crucial.
