Where the icons part of a theme? If so you could try reverting to the original Windows 7 theme.

Right-click on your desktop and choose Personalize. Inside the Personalization menu choose either the default Windows 7 theme named "Windows 7" or another.

If that doesn't fix it, choose "Windows 7" then click apply, afterward on the left side of that window click on 'Change desktop icons'.

Inside that menu you can change the icons for the main system shortcuts.
