What I'm talking about is like a compiled dll that contains a ce script and then you can inject the dll to your process. Is it possible? If so, how?

You'll have to compile part of Cheat Engine into a separate dll / module that you can make use of if you want to inject parts of Cheat Engine's things into another process.

I don't know Delphi so I can't really help in terms of what you will / wont need. A while back DB had a separate project file that was used to compile the assembler/disassembler into a separate library, perhaps he still has it and will share it with you. From there you could add the Lua parts of the code to it and expose those as well.
But like DB just said it is not something that is relatively simple with how big of a project CE has become and how many files things are broken into.
