I used a program to adjust the game im playing but the latest patch broke the program. Is there a way to achieve what I'm about to describe with CE?

Basically, the game is very old and the client is outdated. My PC is very high end and the game skips around. I assume the program I was using was limiting the FPS, but I can't be sure. If anyone needs more info feel free to PM me since I can't mention specifics here

i'm not sure. Normally I'd suggest the speedhack and set a speed below 1.0, but your problem seems to come from the fact that the game doesn't use any timing mechanism at all, so speedhack doesn't have anything to manipulate.
You could underclock your system. Try making it run at 300 MHz
