it's "possible" but it depends on the game, and time/research to do that.
Perhaps you can increase basic AI variables like range of awareness and the cone of detection they see, but for actual improvements like hiding behind things, communicating with other AI's, etc... you have to do some very deep reverse engineering and then inject code that basically replaces the original AI code with your own

Yeah, it very much depends on the game with regard to difficulty. Also, 'better' is subjective, but in the general sense, if the game has a difficulty setting or other options where variables can be modified, that would be the easiest route to take. Other variables may be harder to pinpoint, but it really just depends on what sort of improvements you are looking for. For example, allowing AI to run faster will make them 'better'...depending on who you ask.
