Forward slash = opposite of / by the way
I reformatted, and now I have a £ and # sign...
Pisses me off, because I'm an everyday command prompt user, and I need to locate certain files and directories, which I am unable to do.
I've tried regional and language settings (it failed )
If there is ANY way to change keys on the keyboard, I will gladly hear them.

Try Regional and Language settings again, be sure to go through all the tabs and "Advanced" buttons again. Worth a shot.

You seem to have your keyboard set to English (United Kingdom). You need to go into the Regional and Languages settings (or the Keyboard settings) and change your language. You may need to use your Windows installation CD to get the language files if you've installed with the wrong language.
Another possible reason for this issue is that you have the English (United States) language installed, but English (United Kingdom) is also installed and set to default. In the languages panel, check for the installed keyboard languages. The default language will be in bold.

Shit, after trying both of your suggestions, they both failed.
Keys I cannot use:
Double quote (Get's replaced by @)
@ sign (get's replaced by " )
Number sign (£)
Forward slash (replaced by #)

If it's not the language settings, then it sounds like your Alt Gr key is stuck x)

Wouldn't that just not allow character keystrokes?

It certainly seems like you're using some version of the UK keyboard layout.
If there's nothing in Regional and Language options, could it have been an install bug or something? Really can't think of other causes.
(Besides of course, it having been a UK version of a Windows install disk...)

I must have neglected to choose the keyboard layout. Any idea how to just change certain keys?

Try this...
Go to Device manager and double click on your keyboard.
Then go to update drives and select I'll chose from a list.
From the list select US keyboard and force install.
Then go to regional and language options, install English (US) keyboard layout and set to default. Remove all other keyboard layouts and restart.

I delete post bumped.
This problem is still not resolved. I tried everything you guys have said again, all have failed. I even tried keyboard remappers, and they detect my key as a slash. Obviously programs detect the US keyboard, but it's not being set all the way.

what keybord do you have? Is there like a special key on the board that changes the layout??
