Is there a way I can, whenever I enter into a function, monitor variables allocated on the stack? (Variables watch)
Let's say EBP-04, EBP-08, ESP+14, etc.?
If so, can I save these for any time I load CE I can monitor them ?

thinking about it.
(i imagine a window with a listview of interpretable strings like "ESP-4" and the second column the value, which gets updated every step)

but should the list be stored in the cheat table (like structures) or as a global list in ce's settings

Strings as you suggest? Is it implemented ?

Not easily
You can use lua to create a window with a listview, then add some code to add/remove lines from that list
And in debugger_onbreakpoint use getAddress/readInteger on every entry in that list and update the status
