Whenever I have DBK64 enabled and Cheat Engine stops responding, it seems I'm unable to quit it by any means. Task Manager simply says "Access denied". Typing "taskkill /f /im cheatengine-x86_64.exe" in an elevated command prompt says it couldn't be terminated because "there is no running instance of the task." Process Explorer (including when run as admin) gives a similar error to Task Manager. I even tried opening another instance of CE and attaching it to the first one to see if I could force a crash with the debugger, but it says the debugger can't be attached. This has happened multiple times, and each time, the only thing that I've found works is (obviously) rebooting the computer. Is there any other way to fix this?

It's impossible
But what did you do to get that to happen? Dit you enable kernelmode stepping? If so, that's why. It's a one try thing, after that you'll have to reboot(and you really have no need for that option unless you are debugging a driver)

Okay, thanks. I'll try disabling stepping in kernel mode, cause I don't really need it.
